In early 2022, Idaho State Police Detective Angelie Hoxie sought to build a coalition to help develop a custom childcare solution for Idaho law enforcement families. Police agencies in the greater Boise area joined in April 2022 to form the Treasure Valley Law Enforcement Coalition to educate not just the elected officials on the need but also to inform law enforcement leadership and local philanthropists that there is an innovative way to care for current families while making the region and profession attractive to the best recruits. A J.R. Simplot Company Foundation grant, received in August 2022, further supports the coalition.

In late 2022, the Coalition and NLEF started educating Idaho Governor Brad Little (R) on the desperate need that Idaho law enforcement families had for quality and accessible childcare. By February 2023, Governor Little recommended funding for Idaho public safety childcare programs in the workforce development budget. Soon after, the Treasure Valley Law Enforcement Coalition and NLEF brought uniformed law enforcement to the Idaho State Capitol to educate Joint Finance-Appropriations Committee (JFAC) members on the issues of police retention and recruitment and their relation to childcare challenges.
